This student may have an excellent point, but who is she? The only internet reference I could find related to a former assistant in a local city government.
I am not sure of the years involved, but was Mr Standish ever City Manager in Suffolk during this period of neglect and deteriation?
This entire mess is all about timing. Timing of contracts awarded. Timing of meetings open, closed door and "private " meetings or discussions between unknowns only known by a few. Timing of the arrival of the knight on the white horse Connecting the dots by making a matrix of events in chronlogical order could show it when it began and when it might or could end. But will it really ever end?
