Good question. There is no faster way to get under the skin of government than taxes. Several state governments now believe it is their right to withhold your refund (your principal + interest) and send you an IOU. Following their example if millions of taxpaying citizens did likewise and sent their state and federal returns an IOU, literaly starving government of it's life's blood we may get their attention. The first and best place to start is with local government.
There is a simple solution. Pass the Fair Tax Bill that has been sitting in Congress for several years. It forces those under the radar to pay for goods and services they purchase and can no longer escape from paying their fair share.
We do it (pay taxes) for two reasons, to provide the necessary services an independent nation needs, and to stay out of jail. The Fair tax, is not in congress, nor do more than a handful of congressmen ever even mention it. The IRS currently has about 100 thousand employees, where do they go, if the fair tax is passed? I personally am in favor of the Fair Tax as is written about and supported by Neal Bortz, radio talk show host.

Piggyback on the fair tax theme. Pass legislation that if you don't pay taxes, you don't vote. The free lunch for a vote is over folks.
